MWR Housing Manager

Location: Naval Base Kitsap - MWR

Pay Grade: NF-1173-04

Brief Description of Duties:  ***Supports Unaccompanied Housing Operations *** Incumbent is responsible for operating a professionalhousingfacility, consistent with those servicesand amenitiesprovided in a commercial housing, while contributingto the highest level of mission readiness. Responsible for the efficientand proper use of all NAF and APF resources, including funds, personnel, facilities, supplies and equipment. Provides short and long range financial plans to ensure program goals are met. Responsible for safeguardingof all funds, including but not limited to cash receipts, deposits, disbursementand accountability. Responsible for the receipt and storage of all inventory, consumable, non-consumable, minorpropertyand fixed assets. Analyzes monthly financial statements to ensure financialstability. Prepares reports for higher authority and analyzes, evaluates and implements instructions and notices from higher authority. Performs internal management control vulnerability studies and reviews to develop controls to prevent losses and implement cost saving measures. Supervision responsibilities include but are not limited to: assigning work, establishing and revising priorities to meet operational needs, evaluating performance, approving/disapproving leave requests, ensures staff and supervisors are adequately trained, making recommendations for selection of management/supervisory candidates and approves selections of entry level employees, recommends pay adjustments and/or awards per policy, and recommends corrective and/or disciplinary action as warranted. Establish liaison with divisions, departments, directorates and other offices that provide goods or services to the operation. Assess trends and problems that span the operation, recommend necessary changes and evaluate results. Performs other related duties as assigned.

Qualification Requirements:  A bachelor’s Degree in Business, Hotel Managementor related field is preferred but may be substituted with experience or combination of educationand experience. The incumbent must have a minimum of five (5) years experience in a position related to a lodging operation, with at least three (3) years supervisory experience. Professional knowledge of lodging organization, administration, policies/procedures, and supervisory practices in conducting day-to-day operations. Must be skilled in the use of a personal computer and various software programs, including knowledge of the property management system. Must possess basic math and reading skills along with the ability to effectively communicate orally and in writing. Incumbent is expected to obtain certification fora Certified Lodging Manager (CLM) within 12 months of accepting the position and any other requirementsoutlined in the Lodging Career Path Guide. 

Conditions of Employment:  Must meet Federal Employment suitability requirements and successful completion and maintenance of National Agency (NACI) background check. Must possess a valid driver’s license, as travel to other facilities may be required within the normal scope of duties. This position may require work of various shifts including nights, weekends, and holidays. Incumbent may be considered “ALPHA” personnel, and therefore subject to work during inclement weather or other states of emergency. To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees.
