Exceptional Family Member Program
The Department of Navy’s Exceptional Family Member Program (EFMP) supports military families with special medical, developmental, and/or educational needs. Enrollment is mandatory for sponsors with qualifying family members and ensures families receive the services, resources, and assignment support they need throughout the sponsor’s career.

What EFMP Provides
EFMP offers comprehensive support, including identification of special needs, enrollment assistance, assignment coordination, and ongoing family support. The program helps ensure Sailors are assigned to locations where their family members can access required medical, educational, and community resources.
Qualification and Enrollment
Family members may qualify if they have medical, mental health, developmental, and/or educational conditions. This may include, but is not limited to:
- An IFSP, IEP, or 504 Plan
- Specialist care
- The need for adaptive equipment and/or assistive technology devices and services
- Accommodations in the home and/or wheelchair accessibility
