Recreation Specialist Deployed Forces Support Manager

Location: Naval Base Kitsap - Community Recreation

Pay Grade: NF-0188-04

This position provides quality customer service to all eligible patrons. Employee privileges include access to base facilities such as gyms, Navy Exchange, recreation centers, restaurants, and discount tickets to sporting and entertainment events.

Brief Description of Duties: The incumbent provides support to home ported ships and submarines including visiting fleets. Delivers program support to the shipboard community and facilitates fleet participation in departmental activities, coordinates departure events half way parties, port briefs, homecoming and family events. Provides training to Recreation Services Officers and Fund Custodians through facilitation of the Fleet Recreation Management Course. Provides technical training and guidance in the functional areas of afloat recreation programs, accounting, auditing, procurement, general program administration and fund management. Surveys home-ported ships to determine exercise/recreation equipment needs. Provides input into the overall administrative policies for the program. Assists in establishing and developing internal controls and in the preparation for the MWR Fleet Recreation budget execution, analysis and inventory. Responsible to ensure all transactions for receipt, safekeeping, deposit, disbursement and accountability of funds and property are performed in accordance with established policies and regulations. Must assure that all facilities and equipment are well maintained, safe, cost- effective to operate and suited to the needs of the varied programs and clientele.

Qualification Requirements: 

  • Must have a four-year undergraduate degree in Recreation or Leisure or related subject area and one year of professional experience OR three years of specialized recreation work experience equivalent to the next lower grade and an understanding of the interests of individuals or groups in a recreational setting
  • Must be able to utilize a computer and have basic knowledge of software such as Microsoft Office, Word, Excel, Power Point and Internet Explorer. Possesses strong communication skills to effectively communicate with military personnel, advisory groups, DOD personnel, local community program representatives, and vendors;
  • Ability to exercise good judgment with skill, tact and resourcefulness in planning, programming, implementing diverse activities and performing multiple duties with limited direction or supervision;
  • Must have general knowledge and skill in developing and executing operating budgets;
  • Incumbent demonstrates knowledge of marketing and promotion technique for optimum program participation.

Conditions of Employment: Must meet Federal Employment suitability requirements and successful completion and maintenance of National Agency (NACI) background check. Must be able to obtain certifications in First Aid and CPR within the first 90 days of employment. Must be able to obtain forklift certification. The work requires frequent physical exertion such as but not limited to: walking considerable distances, lifting, carrying, moving and handling recreational supplies and equipment up to 50 pounds. Must possess a valid driver license and be physically able to operate a 15-passenger van for the purpose of transporting participants and/or recreational equipment on trips. Requires Safe Inflatable Operators Training Organization certification. Work hours may include weekends and holidays.
