Recreation Specialist (Recreation Programmer)

Location: Naval Air Station Whidbey Island - Convergence Zone

Pay Grade: NF-0188-03

This position provides quality customer service to all eligible patrons. Employee privileges include access to base facilities such as gyms, recreation centers, restaurants, and discount tickets to sporting and entertainment events.

Brief Description of Duties: Incumbent is responsible for organizing community large special events such as comedy shows, holiday events, celebrity appearances, concerts, festivals, which are just a few of the many programs offered throughout the year. Will be responsible for planning, coordinating, execution, and evaluation of large special events, and a comprehensive monthly calendar of reoccurring and non-reoccurring recreational activities, classes, trips, and programs. Incumbent captures metrics and evaluates programs. Evaluates effectiveness of program delivery based on user metrics, surveys, interactions with patrons, and ICE comments. Responsible for the development, management, maintenance, planning, business plan execution, and administration of a diverse Community Recreation Program. Incumbent prepares, justifies, and monitors the execution of the annual NAF and APF operation budget. Reviews financial reports, compares to budget and provides execution explanation for higher level review. Responsible for the development of contracts and creating professional proposals, execution of agreements, and follow-up. Ensures all facilities and activities associated with the program meet established safety, security, and sanitation guidelines. Takes timely action to correct deficiencies through coordination with local agencies. Incumbent may be required to act in a lead capacity, training, directing, and assigning work, preparing work schedules, and assisting supervisor with timekeeping responsibilities for Recreation Assistants, Guides, and Motor Vehicle Operators. Provide necessary on the job training for staff as required and provide input to the manager on employee performance. Performs other related duties as assigned.

Qualification Requirements: Incumbent must have a four-year undergraduate degree in Recreation or related subject area and one year of professional experience OR three years of specialized subject experience equivalent to the next lower grade. Must possess practical knowledge of goals, philosophy, principles, techniques, and procedures used in managing, organizing, planning, administering facilities and conducting recreational activities. Must be able to utilize basic knowledge of software such as Microsoft Office products, strong communication skills. Must have general knowledge and skill in developing and executing operating budgets. Completed work is based on results and is reviewed for appropriateness and conformity to policy and requirements. The work requires frequent physical exertion such as, but not limited to: walking considerable distances, lifting, carrying, moving, and handling recreational supplies and equipment weighing up to 50 pounds.

Conditions of Employment: Must satisfactorily complete a suitability background check (NACI) and obtain a security clearance when necessary for access to areas of responsibility. This position may require the employee to occasionally travel away from the normal duty stations. Some overtime work may be required. A valid state driver’s license is required as this position required the employee to drive motor vehicles including a 15 passenger van. A First Aid and CPR certification is required. Incumbent will be required to have Safe Inflatable Operators Training Organization Certification.
