Contract & Procurement Specialist
Location: Fleet & Family Readiness - Service Center (Keyport, WA)
Pay Grade: NF-03

Brief Description Of Duties: Purpose of the work is to support acquisition needs for centralized procurement and contracting of a variety of commodities, services, and minor construction in the NW Region Fleet & Family Readiness Program. Drafts final contract and prepares recommendation for award. Administer contract and provide guidance to contractor regarding contractual terms. Maintain official contract file identifying problem situations or potential contract problems until contract is fully satisfied and closed. Develops procurement plans, reviews requisitions and determines appropriate method of procurement, i.e., formal advertising, negotiation, sole source or existing contracts. Performs detailed analysis of bids or proposals received ensuring strict compliance with specifications. Government Purchase Cards are used for some purchases.
Qualification Requirements: Experience and broad knowledge of market sources for commonly purchased commercial items and routine services. General knowledge of technical purchasing methods and procedures. Knowledge of business practices, to include price evaluation techniques, administration of simplified acquisitions, and contract negotiations is required. A working knowledge of accounting codes, cost centers, and automated accounting systems. Must be able to obtain and maintain a NAF Contracting Warrant, as well as a NAF and APF Government Purchase Card (GPC). Computer skills for effective communication and organizational skills are required to negotiate with various levels of business representatives and customers. EEOE
