Technology Project Manager

Location: Navy Region Northwest Fleet & Family Readiness - Service Center (Keyport, WA)

Pay Grade: NF-2210-04

BRIEF DESCRIPTION OF DUTIES: This position is responsible for the overall planning, management and completion of IT projects on a wide variety of business units and programs. Works with customers to develop project charter, scope of work documents and project plans. Uses project management skills to manage project roles, identify resource requirements, meet training needs, define project deliverables, provide customer satisfaction and reporting structures and insure quality of projects. Documents opportunities to integrate systems and resources to fulfill project requirements. Ensures effective communications and relationships between customers and project team members are maintained. Works with appropriate customers to identify and coordinate new IT system developments and/or enhancements.  Works with appropriate customers to identify the roles of project team members, project reporting structures and frequency of interaction and any training requirements that may be needed for a team member to complete an IT project.  Maintains effective communication and working relationships with customers and project team members.  Develops IT system review schedules, audits and acceptance tests for each phase of a project.  Identifies IT system design alternatives, researches existing IT systems in the marketplace and recommends viable IT solutions.  Prepares and presents oral and/or written technical reports and project presentations. Organizes and conducts project team meetings.

QUALIFICATION REQUIREMENTS: Qualified candidate must possess a Bachelor’s Degree from an accredited college or university with a major in Computer Science, Information Systems, Business Administration, Project Management or closely related field OR have had four (4) years of full-time experience managing the implementation and support of information technology projects.  Ability to interpret technical procedures to customers, public officials and other personnel.  Ability to give clear and consistent instructions to team members.  Strong knowledge of and experience using current word processing, spreadsheet, database, e-mail and Internet software is required.  Reasonable knowledge of current hardware and software technologies and uses.  Strong writing proficiency and visual design skills.  Strong oral presentation skills. Must have a demonstrated ability to develop, lead and motivate working teams.  Experience with problem solving and decision-making skills.  Ability to manage multiple projects large and small simultaneously. Formal training in project management and Microsoft Project. CompTIA Security + and Project Management Certification (PMP) are required, employee must obtain and maintain the required certification(s) within 6 months of hire if currently do not possess.

CONDITIONS OF EMPLOYMENT: The work is performed in various environments involving noise and physical exertion.  Must be capable of lifting heavy objects up to 35 pounds on occasion.  The majority of work is performed at a desk or computer desk but may on occasion be performed in the field.  Physical exertion is involved in standing and or sitting for long periods.  Position may require some brief irregular working hours including weekends and holidays during a rotational on-call system.  This position is subject to a background check in accordance with federal regulations.  Must possess a valid driver’s license.
