Youth Director

Location: Naval Base Kitsap Jackson Park School-Age Care

Pay Grade: NF-1701-04

Summary of Duties: The purpose of the Youth Director position is to administer a developmentally appropriate youth program for children of eligible patrons. Administration includes the direction and operation of a small (up to 99 children) or a medium (100-199 children) School Age Care (SAC) program and/or a Youth Program (YP). The Youth Director is responsible for the administration of the facility. Major duties and responsibilities include implementation of developmentally appropriate programs, budgeting and financial management, personnel management, program operation, and compliance, among other tasks. Applies professional knowledge of child and youth development. Provides program oversight and accountability for the performance of employees and the safety of children. Maintains liaison with local institutions and community organizations. Interacts professionally with employees, parents, volunteers and local installation command personnel. Develops integrated budget input, oversees the collection of funds received from patrons, and ensures compliance with all regulations governing the use of appropriated and non-appropriated funds. Responsible for supervision of employees including Teen Coordinator, Sports Coordinator, Assistant Director, Program Leaders and Assistants, Operations Clerk and Custodians. Ensures implementation of Child & Youth Program standard operating procedures (SOP’s). Ensures compliance with standards and criteria developed by the DoN, DoD, the Military Child Care (MCCA) and the Council on Accreditation (COA). Takes action to obtain and retain DoD certification and COA accreditation.

Qualifications: Must provide proof of High School Diploma or equivalent, and any additional education, certification, and or training as required prior to placement Incumbent must have one of the following:

  • A 4-year degree in a field related to youth programs, such as youth recreation, physical education, elementary education, secondary education, home economics with an emphasis in human development, youth development, psychology, or social work, or other degree appropriate to the position being filled AND 3 years of full time experience working with children and/or youth OR
  • A Master’s degree in the related field of study AND minimum of 1 year of professional experience working with children OR
  • A combination of education and experience (e.g. courses equivalent to a major in a field (24 higher level semester hours) appropriate to the position (see above) plus appropriate experience or additional course work that provided knowledge comparable to the normally acquired through the successful completion of the 4-year course of study described above AND 3 years of full time experience working with children and/or youth.

Knowledge of child and youth development principles, practices and techniques. Experience working with military lifestyles is preferred. Ability to communicate effectively both orally and in writing in English and possess strong interpersonal communication skills.

Conditions of Employment: These positions are subject to background check and pre-employment drug and medical screenings in accordance with federal regulations. The incumbent is required to do considerable walking, standing, bending, stooping, standings, and lifting to 40 pounds. Ability to favorably pass pre-employment physical, provide evidence of immunization and be free from communicable disease and ability to favorably pass pre-employment drug screening.
