Restaurant & Catering Manager

Location: Naval Base Kitsap Bangor Plaza

Pay Grade: NF-1101-03

Brief Description of Duties: Incumbent is responsible for the management, control and accomplishment of functions associated with the assigned facilities, the Inside Out Café, Bar and Catering/Conference Program. Plans, directs and manages a well-rounded facility program to include dining, social and recreational services, events, bar/lounge services, special events, conference & catering and related activities. Maintains responsibility for all aspects of the program, including full accountability for all employees (e.g. NAF, contractor or other). Uses initiative, judgment and originality in food and beverage program planning, merchandising, and control. Applies existing guidelines and develops own supplements and procedures for use by staff to evaluate patron needs and interests. Promotes effectiveness and efficiency within facilities programs using organizational skills, budgetary guidelines, standards compliance and internal controls necessary to provide reasonable assurance of accomplishing management objectives. Uses sound business practices to evaluate daily financial performance responding to changes in demand by adjusting labor to meet demand ensuring appropriate level of service and fiscal responsibility. Ensures proper military protocol and decorum are practiced. Conducts programs with normal military protocol, courtesies, and social activities. Works closely with other activity managers, advisory members, supervisors, vendors, outside professional counterparts to ensure the program is responsive; and that the facility and equipment are maintained in good working condition with deficiencies identified and corrected. Evaluates opportunities to grow the program through robust marketing, driving sales, and ensuring excellent quality products and facilities. Directly supervises chefs, cooks, food service workers, cashiers, custodial workers, bartenders, setup team and servers. Assigns work based on priorities, difficulty and requirements of assignments and staff capabilities. Ensures staff receives proper training to fulfill requirements of positions. Fosters a work environment free of discrimination, harassment, and/or reprisal and ensures fair and equitable treatment for staff.

Qualification Requirements:

  • Knowledge of Dept. of Defense (DOD) and Navy MWR policies, regulations, administrative practices and procedures related to management, planning, budgeting, scheduling and coordinating social/recreational programs for efficient operation and use of assigned facilities and equipment
  • Knowledge and skill in the application of management principles, concepts and methodology to variety of activities and services which may include types of beverages in lounge, lunch and dinner table service, bingo nights, weekend live music and dancing, specialty dining and catering services for private parties
  • Ability to conduct an assessment of the size and mix of combined patron community, cost targets, adequacy standards, and required changes or exceptions to sponsorship operational policies
  • Ability to evaluate the effectiveness of contracted services and functions.
  • Knowledge of CNIC’s EEO policy and procedures
  • Ability to develop and effectively deliver presentations and/or training.
  • Ability to perform the full-range of supervisory duties.
  • Ability to communicate effectively both orally and in writing.

Conditions of Employment: This position is subject to background check in accordance with federal regulations. Work is dynamic and non-sedentary in nature. There are walking, carrying and/or moving light items while inspecting MWR operations. Maybe required to lift up to 45 lbs. Occasional travel up to approximately 20% maybe required.
